A fire broke out overnight on Aug. 27 at Russia’s NORSI oil refinery in Kstovo, Nizhny Novgorod Oblast, after local reports of a drone attack, the Kyiv Independent reported.
Residents in the Kstovo area reported an air raid alert and drones overhead before reports of the fire emerged. Local monitoring channels then posted photos and videos from residents showing flames engulfing the refinery.
Russian authorities had not commented on the reported strike at the refinery at the time of publication. The reports could not be independently verified.
The refinery, owned by Lukoil, is also known as Lukoil-Nizhegorodorgsintez. It is Russia’s fourth-largest oil refinery and second-largest gasoline producer, processing around 15-17 million metric tons of crude annually.
NORSI produces bitumen, diesel and aviation fuel used to support Russian forces. The article said Ukraine had struck the refinery repeatedly in 2026, including on April 5, May 20, June 24 and July 2, with some strikes forcing production units offline.
“Ukraine continues to target Russian oil and gas production and processing sites in an effort to disrupt operations that fund and fuel the ongoing war,” the article said. Kstovo lies about 800 kilometers, or nearly 500 miles, from the Ukrainian border.
