Estonia and Saudi Arabia signed a memorandum of digital cooperation

Estonia’s Minister of Justice and Digital Affairs Liisa Pakosta and Saudi Arabia’s Minister of Communications and Information Technology Abdullah Alswaha signed a digital cooperation memorandum in Riyadh on August 31, which facilitates the entry of Estonian companies into the Gulf market.
The memorandum focuses on interoperability standards and new technologies. The direction of cooperation is to promote, develop, and support the advancement of national digital services and standards, including digital platforms and solutions for electronic signatures, authentication, and e-invoicing. All cooperation activities will be conducted in strict accordance with the national legislation of both countries.
According to Minister Liisa Pakosta, the memorandum of cooperation will help Estonian companies better enter and reach agreements within the growing market. The goal is to assist Estonian technology companies in establishing contacts and entering the market in the region.
According to her, Estonia’s digital state has been built in close cooperation with the private sector, and our technology companies possess valuable practical experience in creating efficient solutions, which has also generated significant interest in the Saudi Arabian market.
“We are ready to share our experience in data exchange and cybersecurity, and we wish to actively contribute to the Expo 2030 world exhibition in Riyadh in the fields of smart cities and clean technologies,” the minister said.
The minister, along with an Estonian business delegation, is attending the international technology event LEAP 2026 in Riyadh from August 31 to September 3, which Estonian technology companies are attending for the fourth time. Estonian companies are participating in LEAP alongside technology firms from Finland and Latvia, and the program includes joint meetings.
The business council between the two countries plays an important role in deepening Estonian-Saudi business ties, and a Saudi Arabian delegation is expected to visit Estonia as early as September. In addition to digital cooperation, Estonia considers it important to move forward with preparations for signing a bilateral investment protection agreement.
