Canadian Prime Minister Mark Carney suspended trade negotiations with the United States late Friday, setting 50% U.S. tariffs on about $20 billion of Canadian goods to take effect at midnight, NBC News reported.
Carney said weeks of talks had made progress, but “that progress has not been enough to meet our objectives for Canadians.” He said he had directed Canadian negotiators to return to Ottawa.
The duties will affect a broad range of imports, including hockey sticks, some building materials, liquors and certain kinds of clothing, according to the U.S. Trade Representative’s office. Carney said Canada would retaliate immediately and “match those tariffs dollar for dollar to protect our workers and businesses.”
The breakdown followed nearly two weeks of intense talks. Dominic LeBlanc, the Canadian minister responsible for U.S. trade relations, met U.S. Trade Representative Jamieson Greer for several hours on Thursday and said afterward, “We’re very close, we continue to make progress and we’re going to stay here and do the work that is necessary until we get to that point.” Talks resumed Friday but ended without a compromise.
Carney’s government also faced pressure from provincial premiers during the negotiations. Manitoba Premier Wab Kinew said the federal government should “fight” Trump, while Quebec Premier Christine Fréchette said she was still “analyzing” Carney’s request that provinces lift bans on American alcohol sales. Ontario Premier Doug Ford made no public remarks on Thursday or Friday.
The tariffs were imposed under Section 338 of the Tariff Act of 1930, a law that allows duties of up to 50% on foreign trade partners that “discriminate” against U.S. commerce and has never been used before. Greer has said the duties were tied to Canada’s retaliation against earlier Trump tariffs, saying, “I’ve got two countries in the world that have retaliated against the United States for trade measures: the People’s Republic of China and Canada.”
